This article examines unmarried, urban, lower class couples living together in long-term relationships, within the context of nineteenth century population policy in the three northern German city-states. Starting at the beginning of the century, city governments began monitoring foreigners more closely and making it more difficult for them to obtain civil rights, in response to urban migration, fear of impoverishment, and concerns about the effectiveness of public services for the poor. Since civil rights were also a prerequisite for marriage, government bodies in Hamburg and Bremen, in particular, started denying these rights to the lower classes in the population to prevent them from marrying. Poorer urban residents, those living or working in semi-legal or illegal situations, and those not legally divorced were thus forced to live together without the legal sanction of marriage if they wished to have a family. | |
